Prohibits members, officers, and employees of the gaming commission and the Office of Racing Promotion and Development from wagering on or claiming prizes in gaming or horse racing activities within New York State.

Extends wagering prohibitions to employees of any state agency whose duties directly relate to operating gaming activities, including those who make decisions about gaming operations, oversee licensing, or conduct gaming activities.

Bars spouses, children, siblings, parents, and household members of prohibited persons from wagering on or claiming prizes in gaming or horse racing activities.

Expands criminal background check authority for gaming commission to transmit fingerprints to federal and state agencies for all applicants and commission employees, including state employees transferring to the commission, and permits the commission to withhold criminal history information from public disclosure.

Takes effect immediately for most provisions; sections on wagering prohibitions take effect 30 days after enactment and do not apply to prizes won from wagers lawfully placed before the effective date.
