Counties and cities with a population of one million or more must prepare comprehensive emergency management plans, while cities with populations below one million, towns, and villages are authorized but not required to do so.

Emergency management plans must include procedures for deploying physicians, nurses, medical professionals, home health care personnel, and hospice workers during declared emergencies, including in areas with restricted access or curfews.

Plan development must seek cooperation and input from local government officials, police, fire departments, ambulance services, health officials, organizations providing home health care and hospice services, and the general public.

Counties and cities that already have comprehensive emergency management plans must revise them to comply with this act within 180 days of the effective date.

Curfews and traffic control measures during emergencies must be consistent with local comprehensive emergency management plans.
