Extends the deadline for issuing certifications of eligibility for relocation and employment assistance programs from July 1, 2013 to July 1, 2018 under the General City Law and NYC Administrative Code.

Applies the deadline extension to four separate provisions governing eligible businesses and special eligible businesses in relocation programs, both citywide and in Lower Manhattan.

Maintains existing requirements that businesses must purchase or lease premises, commence improvements, submit preliminary applications, and complete relocation within 36 months (or 72 months if improvements exceed $50 million) to qualify for tax credits.

Specifies that written documentation submitted for certifications is deemed a written instrument under penal law and establishes that application fees are determined by the mayor or designated agencies.

Takes effect July 1, 2013, or immediately if enacted after that date, with retroactive applicability to July 1, 2013.
