Requires the New York City Department of Education to provide at least one full-time substance abuse prevention and intervention specialist at each public school in the city.

Defines a substance abuse prevention and intervention specialist as a Department of Education employee who has received substance abuse training through the New York State Office of Alcoholism and Substance Abuse Services.

Allocates $42,553,000 in funding from the Mental Hygiene Program Fund Account to the New York City Department of Education for school-operated prevention programs provided by substance abuse prevention and intervention personnel.

Removes the requirement that the Office of Alcoholism and Substance Abuse Services contracts for chemical dependency and problem gambling prevention services be subject to competitive bidding or request for proposal processes.

Takes effect immediately upon enactment.
