Increases the green roof tax abatement rate from $4.50 per square foot to $5.23 per square foot for tax years beginning July 1, 2014 through June 30, 2019

Raises the maximum abatement cap from $100,000 to $200,000 per eligible building for the extended period (July 1, 2014 - June 30, 2019)

Establishes aggregate limits on total abatements: $750,000 maximum for tax year July 1, 2014 - June 30, 2015, and $1,000,000 maximum for subsequent years through June 30, 2019

Extends the application deadline from March 15, 2013 to March 15, 2018 for filing green roof tax abatement applications

Expands the definition of eligible green roofs to include native plant species and agricultural plant species, and allows controlled flow roof drains as an alternative water holding layer

Terminates the green roof tax abatement program after June 30, 2019
