Prohibits state agencies from reducing the mental health census of adult homes unless strict conditions are met, including ensuring residents with serious mental illness can choose integrated community settings and receive objective housing information.

Defines "transitional adult homes" as facilities with licensed capacity over 80 beds and at least 25 percent residents with serious mental illness, excluding those operating 55 percent or more assisted living program beds.

Requires that any census reduction ensure department certification that appropriate alternative housing and supportive services are available in residents' preferred locations before discharge.

Establishes a workgroup co-chaired by the commissioners of health and mental health to convene within 30 days and submit recommendations to legislative leadership by October 1, 2013, addressing informed choice, regulatory scope, transition timelines, costs, and quality improvements for adult home residents.

Imposes a 120-day moratorium on administrative actions limiting the mental health census of assisted living program adult homes until after the workgroup report is submitted.
