Authorizes the Office for the Aging to coordinate and develop a pooled purchasing program for aging services entities under its jurisdiction or with contractual relationships.

Permits the Office for the Aging to cooperate with not-for-profit, for-profit, or public entities to operate the purchasing program for services and commodities including liability insurance, motor vehicle insurance, and motor fuel.

Requires the Office for the Aging to consult with the Advisory Committee for the Aging when determining which services and commodities to include in the program.

Directs the Office for the Aging to develop a process with the Office of General Services to purchase commodities, services, and technology through centralized state contracts on behalf of aging services entities.

Designates aging services entities as non-state agency purchasers under State Finance Law Section 163, allowing them to participate in state centralized purchasing contracts.

Takes effect immediately upon enactment.
