Changes the requirement for an additional parent member on preschool special education committees from optional to mandatory unless parents or a committee member requests otherwise

Allows the additional parent member to skip meetings unless specifically requested in writing by parents or other committee members at least 72 hours before the meeting

Requires school districts to provide parents written notice of their right to have an additional parent attend committee meetings, along with a Department-prepared statement explaining the additional parent's role

Takes effect immediately but expires when the underlying education law provision expires
