New York State Energy Research and Development Authority must issue a request for proposals within 90 days to analyze impacts of out-of-state generators' participation in the Regional Greenhouse Gas Initiative.

Analysis must examine feasibility and potential impacts of requiring out-of-state generators exporting power to New York to participate in the auction, pay charges, or utilize other methods to ensure equitable treatment with in-state generators.

Analysis must include a cost breakdown of Regional Greenhouse Gas Initiative allowances by county of origin and detailed accounting of all program spending, financial assistance, and projects constructed in each region since program inception.

Analysis must assess jobs lost and gained from auction charges and funded projects, plus competitive market impacts and direct ratepayer effects.

Completed analysis must be submitted to the governor, senate president, assembly speaker, and relevant energy committee chairs by March 1, 2014.
