Allows motor vehicle owners to provide proof of insurance by displaying an electronic version of their insurance card on a smartphone or other portable electronic device, provided the electronic proof is transmitted directly from the insurance company, broker, or agent.

Requires that electronic proof of financial security contains all information required by law and any rules or regulations promulgated by the Commissioner of Motor Vehicles.

Prohibits law enforcement officers from viewing any content on a smartphone or portable electronic device other than the transmitted insurance information.

Places liability on the person presenting electronic proof for any damage to their smartphone or portable electronic device during inspection.

Takes effect ninety days after becoming law.
