Amends CPLR Rule 3113 to permit non-party deponents' counsel to participate in depositions and make objections on behalf of their clients in the same manner as counsel for a party.

Changes examination and cross-examination procedures for depositions to align with trial procedures in open court, with the exception noted for non-party deponent representation.

Takes effect immediately and applies to all actions pending on the effective date or commenced on or after the effective date.
