Requires compensation exceeding Federal Executive Schedule Level I to be pre-approved by a conflict-free board using documented comparability data, with specific procedures for documentation and approval.

Creates the State Board Training Consortium to provide free training to board members of not-for-profit organizations contracting with New York State, administered by the Department of State through a qualified contractor.

Increases filing fees for not-for-profit corporations by $10 per document (certificates of incorporation, amendment, merger, etc.), with revenue directed to a new State Board Training Consortium Fund to support the training program.
