Energy services companies must reimburse utilities for reasonable implementation and maintenance costs through deductions from monthly remittances, with the Public Service Commission approving costs annually.

Credits one hundred percent of energy efficiency savings realized through the program toward utilities' energy savings targets established by the Public Service Commission.

Requires sellers of real property subject to on-bill energy efficiency payments to provide written notice to prospective purchasers disclosing the payment schedule and description of installed services, with purchasers entitled to recover actual damages for violations.
