Amends the 1984 law creating the Roosevelt Island Operating Corporation to update terminology, including changing "housing" to "HOMES and community renewal" and modernizing language throughout the statute.

Expands the definition of "development subleases" to include additional ground leases and related agreements with Manhattan Park, Related/Hudson Companies, and MEPT Octagon, LLC, among others.

Adds sexual orientation as a protected class in the corporation's equal employment opportunity and non-discrimination requirements for employment, recruitment, and contracting.

Requires all board meetings to be subject to the Open Meetings Law and mandates that elected officials representing Roosevelt Island receive notice, attendance rights, and all agenda information.

Prohibits development or construction on identified open space areas (including Lighthouse Park, Octagon Park, Blackwell Park, and other specified areas) unless for park purposes or historic landmark preservation and restoration.
