Allows the commissioner of health to accept current accreditation reports from the Commission on Accreditation of Rehabilitation Facilities (CARF) in lieu of initial licensure approval for assisted living residences, enhanced assisted living residences, and special needs assisted living residences.

Permits operators to submit a CARF accreditation report instead of completing standard application forms when applying for licensure.

Allows CARF accreditation reports to substitute for the annual survey required under social services law for assisted living facilities.

Applies to both new operators seeking initial licensure and existing operators already licensed as adult homes or enriched housing programs seeking to expand into assisted living services.

Takes effect immediately upon enactment.
