Commissioner of education must examine and evaluate guidance counselor services provided to students in grades 8 through 12 in public schools

Study must analyze guidance counselor-to-student ratios, time spent per student, interview frequency, and types of services provided, broken down by individual school, school district, and statewide levels

Commissioner must determine the number of hours guidance counselors are available to students each school day and recommend the types and frequency of services that should be provided

Commissioner must submit findings, conclusions, recommendations, and proposed legislation to the governor, senate president, assembly speaker, and education committee chairs by January 1, 2015

Act takes effect immediately upon enactment
