Adds a new section 224 to the Elder Law establishing privacy protections for senior center visitor records in New York State

Prohibits public disclosure of senior center members' contact information (name, address, phone number) and exempts such records from Freedom of Information Law requests

Defines "senior center" as facilities operated by area offices on aging or contracted entities providing regular services to seniors including meals, recreation, and counseling

Allows disclosure of contact information only in civil court proceedings or administrative hearings directly related to senior center attendance

Establishes a civil penalty of up to $5,000 for any person who knowingly discloses confidential contact information to unauthorized recipients
