Authorizes the Office for the Aging to contract with one or more statewide organizations to establish a databank of individuals willing to volunteer for aging-related programs.

Requires the Office to establish guidelines for the databank covering data entry requirements, confidentiality, screening, access, data correction, and other operational standards.

Authorizes the Office to establish, replicate, or encourage development of training programs for volunteers and program staff to effectively use volunteers, with curriculum development potentially involving SUNY and CUNY expertise.

Grants and existing volunteer programs continue to support individuals aged 55 and older in community service activities including meal preparation, tutoring, friendly visits to elderly, and school attendance notification.

Training program powers and duties become effective April 1st of the first year occurring at least 12 months after the law takes effect.
