Establishes a task force to be created on or before March 1st in years ending in five to examine, evaluate, and make recommendations on the utility and necessity of state rules, regulations, and public authorities

Task force composed of 11 members: three appointed by the Governor (who designates the chair), two by the State Comptroller, two by the Senate Temporary President, two by the Assembly Speaker, one by the Senate Minority Leader, and one by the Assembly Minority Leader

Task force granted powers of a legislative committee, authorized to hold public hearings, and entitled to request facilities, resources, and data from state agencies and public authorities needed to carry out its duties

Task force must submit a report with findings, conclusions, recommendations, and legislative proposals to the Governor, State Comptroller, and Legislature by January 1st in years ending in six, with recommendations for rule or regulation repeals binding unless rejected by concurrent legislative resolution

Task force dissolved upon submission of its report; members receive no compensation but are reimbursed for actual and necessary expenses
