Creates a new Public Service Commission section 27 allowing gas corporations to work with the commission to streamline permit applications for natural gas line extensions through state agencies and local governments, with the commission potentially acting as lead agency under environmental law.

Requires the Public Service Commission to dedicate at least 25 percent of system benefit charge surcharges collected from gas heating customers to fund natural gas facility extensions and expansions, beginning April 1, 2014, with authority to increase the percentage after a proceeding.

Authorizes counties, cities, towns, villages, and school districts to grant tax exemptions for up to 10 years on the increased assessed value of new natural gas distribution facilities constructed to serve new customers.

Requires the Commissioner of General Services to study energy efficiency, environmental impact, and cost of using natural gas heating for any capital project involving boiler installation or replacement in public buildings.

Authorizes the New York State Finance Authority to make loans to gas corporations and combined gas/electric corporations for natural gas line extension projects approved by the Public Service Commission, and permits the authority to issue bonds to finance such loans.
