Requires the Department of Agriculture and Markets to coordinate with the Office of General Services and Department of Economic Development to provide annual training programs in each economic development region to help small businesses and farms selling New York State food products participate in state procurement processes.

Directs the Department of Economic Development to aid in providing these regional training programs once per year to increase participation by small businesses, including farms, in state procurement and help identify local food products that meet state agency needs.

Authorizes the Office of General Services to invite representatives from local governments and school districts to attend the regional training programs if interested in purchasing New York State food products.

Amends the state finance law to require the Office of General Services to assist in providing the annual regional procurement training programs for small businesses and farms selling New York State grown, produced, harvested, or processed food products.

Takes effect immediately, with the state finance law amendments set to be repealed along with the section they amend.
