Authorizes the city of Amsterdam to allow police officer Joel Lochner to join the optional twenty year retirement plan under Section 384-d of the Retirement and Social Security Law, despite missing the original enrollment deadline through no fault of his own

Requires the city of Amsterdam to file a resolution with the state comptroller by December 31, 2013, certifying that Lochner did not voluntarily bar himself from the plan

Allows Lochner to elect coverage as a Tier 5 member by filing a request with the state comptroller by December 31, 2013, and grants him full rights and benefits under Section 384-d

Past service costs of approximately $9,400 ($2,200 annually with amortization) shall be borne by the city of Amsterdam, which may spread payments over five years

Increases the city of Amsterdam's annual retirement contributions by approximately $3,600 for fiscal year ending March 31, 2014
