Amends the New York State Urban Development Corporation Act to authorize grants to educational institutions, not-for-profits, industry public-private partnerships, and individuals for advanced manufacturing training and certification programs.

Establishes that grants must support training and certification leading to employment in the advanced manufacturing field with knowledge of advanced manufacturing equipment and processes.

Requires the corporation to create eligibility criteria for applicants with preference for programs that foster local and regional public-private partnerships and offer industry-recognized certifications.

Takes effect immediately upon enactment and expires with the underlying section 16-m of the urban development corporation act.
