Amends Public Officers Law section 87 to create an exemption from public disclosure for information about research conducted at regulated research laboratories if disclosure could jeopardize the safety or security of the laboratory, its employees, or their family members.

Adds new section 506 to Public Health Law establishing the crime of unlawful tampering with biomedical research as a Class E felony.

Defines unlawful tampering as: damaging or stealing research laboratory property; obtaining unauthorized access to a research laboratory; taking control of research records or equipment with intent to destroy them; possessing stolen research materials; or publishing information about researchers or their locations with intent to facilitate violent crimes against them.

Includes aggravated harassment of a researcher with intent to interfere with research or intimidate them as unlawful tampering under this section.

Takes effect immediately upon enactment.
