Authorizes Monroe County to impose a surcharge not to exceed 30 cents per month on each wireless communications device for customers whose place of primary use is within the county.

Wireless communications service suppliers must act as collection agents, remitting collected funds to Monroe County's chief fiscal officer monthly within 30 days and retaining 2 percent as an administrative fee.

Requires wireless service suppliers to provide 45 days written notice before implementing the surcharge or any modifications to the surcharge amount.

Restricts use of surcharge revenues to payment of eligible wireless 911 service costs, including design, installation, operation, and maintenance of enhanced 911 systems.

Allows wireless service suppliers to use existing customer addresses from service contracts in effect on the surcharge's effective date to determine taxing jurisdiction.
