Requires prospective employees at school districts, charter schools, BOCES, and nonpublic schools to be fingerprinted electronically using department-approved scanning technology, with out-of-state applicants fingerprinted electronically prior to employment within the state.

Establishes minimum standards for identification verification at fingerprinting sites, including requiring prospective employees to present two forms of identification (one government-issued photo ID), sign a sworn statement, have a photograph taken, and have authorized personnel sign an affidavit confirming identity verification.

Authorizes boards of cooperative educational services (BOCES) to process fingerprints for criminal history record checks for nonpublic schools, non-component school districts, charter schools, and certification applicants at cost without charging component districts.

Applies the same electronic fingerprinting and identification verification requirements to applicants for teacher certification and administrative licenses.

Directs the Commissioner of Education to study alignment of the fingerprinting process with the statewide vendor managed network by January 15, 2015, and makes permanent the conditional clearance provisions for school employees that were set to expire July 1, 2014.
