Requires the statewide central register of child abuse and maltreatment to transmit all previous reports involving the subject of a report or children named in the report, including reports from other counties and districts in New York State, to local child protective services immediately.

Mandates that local child protective services be notified immediately when records indicate a previous report concerning the subject, alleged abused child, siblings, other household children, or other persons named in the report.

Requires the office of children and family services to identify reports and note any prior reports when transmitting cases involving allegations of serious abuse, sexual abuse, child death, or suspected maltreatment with physical harm when made by mandated reporters within six months of two other indicated or pending reports.

Maintains a single statewide telephone number for reporting child abuse or maltreatment and a separate unlisted express telephone number and facsimile number for use only by mandated reporters, both operating 24 hours a day, seven days a week.

Takes effect immediately upon enactment.
