Delays closure or reduction in capacity of developmental disabilities facilities by the Office for People with Developmental Disabilities until October 1, 2015, requiring 60 days' notice to the legislature before any facility closure or 20+ person capacity reduction.

Delays closure, consolidation, or significant service reductions by the Office of Mental Health until October 1, 2015, including authority to reduce inpatient beds by up to 400 beds with 45 days' notice to the legislature.

Requires the Office of Mental Health to provide at least 75 days' notice prior to closing or consolidating psychiatric hospitals, with notice to legislative leaders, county executives, and the public website.

Establishes criteria for hospital closure decisions including facility size, care quality, community service availability, staff capacity, capital investment needs, and anticipated impact on mental health service access.

Authorizes personnel transfers related to facility closures in accordance with civil service law provisions, effective October 15, 2015.
