Shifts financial responsibility for early intervention services from municipalities to the state, which must pay providers within 30 days of receiving initial claims at the state-approved rate.

Designates the state or its fiscal agent as responsible for seeking payment from all third-party payors (including insurance companies and government agencies) and filing appeals for payment denials.

Requires the fiscal agent to conduct quarterly reconciliations of third-party reimbursements and provide reimbursement to the state and municipalities in accordance with the law.

Transfers subrogation rights (right to recover payments) from individual providers to the state or its designated fiscal agent when collecting from third-party payors.

Takes effect 60 days after enactment and applies to any early intervention service claims not fully paid as of the effective date.
