Establishes definitions for Common Core state tests in English language arts and mathematics, test subjects, and test agencies under new Education Law Article 7-B.

Requires the Commissioner of Education to submit annual reports beginning July 1, 2014 to legislative leaders assessing test effectiveness, fairness, grade-level appropriateness, correlation with student GPAs, and performance disparities by socioeconomic status, gender, race, ethnicity, and region.

Mandates the Commissioner to conduct a comprehensive independent audit by December 15, 2014 by a contractor with no test agency affiliation to evaluate test preparation, fairness, bias, pre-testing, grade appropriateness, and proper administration and scoring.

Requires the audit results and annual reports be transmitted to the Governor, Senate President, Assembly Speaker, and chairs of both chambers' education committees.
