Establishes the Town of Lancaster Industrial Development Agency as a body corporate and politic with perpetual duration to serve the town of Lancaster in Erie County and its inhabitants.

Grants the agency powers and duties specified in Article 18-A, Title 1 of the general municipal law applicable to industrial development agencies.

Limits the agency's power to acquire real property to the corporate limits of the towns of Lancaster, Cheektowaga, and West Seneca, with town board resolution required before acquiring property outside Lancaster.

Requires the agency to consider local zoning and planning regulations as well as regional and local comprehensive land use plans in its operations.

Designates the supervisors of Cheektowaga and West Seneca as ex-officio members of the agency, with other members appointed by the Town of Lancaster governing body.
