Establishes the Town of Concord Industrial Development Agency as a body corporate with perpetual duration to accomplish purposes specified in Article 18-A of the General Municipal Law.

Expands the agency's authority to acquire real property to include the towns of Brant, Colden, Collins, Holland, North Collins, Sardinia, and Wales, contingent on town board resolutions of support from each municipality.

Designates the supervisors of Brant, Colden, Collins, Holland, North Collins, Sardinia, and Wales as ex-officio members of the agency alongside members appointed by the Town of Concord governing body.

Requires the agency to consider local zoning, planning regulations, and regional comprehensive land use plans when exercising its powers.

Exempts the Concord Industrial Development Agency from certain provisions of Section 856 of the General Municipal Law, allowing it to continue operating under existing authority.
