Amends the New York City Charter to require all mayoral appointments of commissioners, department heads, board members, and commission members to be subject to City Council advice and consent following a public hearing.

Establishes a 30-day timeline from the first stated Council meeting after receiving a mayoral nomination for the Council to hold a hearing and vote on the appointment.

Provides that nominations are deemed confirmed if the Council does not act within the 30-day period.

Exempts appointments of heads of units within the Executive Office of the Mayor from the Council approval requirement.

Takes effect immediately upon enactment.
