Directs the Commissioner and Board of Regents to establish rules and regulations allowing computer science courses to satisfy liberal arts content requirements in mathematics or science for degrees at New York State institutions of higher learning.

Defines "computer science" as the study of computers and algorithmic processes, including computing principles, hardware and software design, computer applications, and the societal impact of computers.

Specifies that computer science courses may cover topics including software design, hardware design, programming languages, algorithms, databases, artificial intelligence, information security, networks, and the relationship between computing and mathematics.

Takes effect immediately upon enactment.
