Adds non-residential customers operating farm waste electric generating equipment to New York's net energy metering program under Public Service Law Section 66-j.

Allows farm waste customer-generators to designate net metering credits to multiple properties owned or leased by the same customer within the same electric corporation's service territory and load zone.

Credits from farm waste equipment are applied to the customer's highest usage meter first, with excess credits carrying over to the following month.

Farm waste equipment customer-generators receive credits at the electric corporation's avoided cost rate rather than the standard rate applied to other customer classes.

Takes effect immediately upon enactment.
