Authorizes the Adjutant General to present the "New York State Korean War Service Medal" to eligible New York citizens or former citizens who served in the U.S. Armed Forces during the Korean War from June 25, 1950 through July 27, 1953.

Eligibility requirements include honorable discharge or release under honorable circumstances during the Korean War, with no more than one medal awarded to any individual whose subsequent service was not entirely honorable.

Recipients may wear a ribbon for each succeeding star, with color and design selected by the Division of Military Affairs, and medals may be presented to designated representatives of deceased recipients.

The Adjutant General, in consultation with the Director of the Division of Veterans' Affairs, shall establish rules and regulations for proper presentation and distribution of the medals.

Clarifies that recipients of the medal need not have been New York residents at the time of entry into military service, consistent with similar provisions for other state military decorations.
