Authorizes the Adjutant General to present the "New York State Vietnam War Service Medal" to New York citizens or former citizens who served honorably in the U.S. Armed Forces during the Vietnam War from November 1, 1955 through April 30, 1975

Establishes eligibility requirements including service in the Army, Air Force, Navy, Marine Corps, Coast Guard, or organized militia on active duty abroad in Vietnam and honorable discharge or release under honorable circumstances

Limits medals to one per person and prohibits awards to recipients whose service after receipt of the medal was not honorable

Authorizes the Adjutant General in consultation with the Director of Veterans' Affairs to establish rules and regulations for medal presentation and distribution, including ribbon design

Permits posthumous presentation of medals to designated representatives of deceased veterans and makes technical corrections to existing military law sections
