Grants the New York City Council authority to elect review of any Department of Health regulation by voting to take jurisdiction within 20 days after the Department files its report.

Requires the Council to hold a public hearing within 50 days and approve, approve with modifications, or disapprove Department of Health decisions on applications that are either subject to mandatory review or "called-up" by the Council.

Allows the Council to propose modifications only by referring them back to the Department of Health, which has 15 days to determine if additional review is necessary; the Council cannot adopt modifications if the Department deems additional review is needed.

Council action requires a majority vote, and if the Council fails to act within its 50-day review period, the decision of the Department of Health is deemed approved.

Takes effect 180 days after becoming law.
