Establishes the Capital Infrastructure Improvement and Development for Older New Yorkers (CIID NY) Grant Program administered jointly by the State Office for the Aging and the Dormitory Authority of the State of New York to improve operations and efficiency of aging service providers.

Requires the program to consider statewide geographic distribution, eligible applicant criteria, funding minimums and maximums, community need, and applicants' access to alternative financing when awarding grants.

Allows up to 25 percent of annual program funds to be awarded without competitive bidding to eligible aging network providers delivering state-supported services in compliance with regulations.

Permits allocation of $30 million without competitive process for infrastructure development and improvements based on service quality, access to alternative funding, and provider stability; and up to $25 million for restructuring support, technology upgrades, nutrition services, building repairs, and renovations.

Requires notice to Senate Finance Committee Chair, Assembly Ways and Means Committee Chair, and Budget Director before awarding grants without competitive bidding and authorizes Dormitory Authority to issue up to $750 million in bonds to finance the program.
