Requires the Department of Agriculture to include in its annual AEM program report the number of agricultural water withdrawal registrations exceeding an average of 100,000 gallons per day in any consecutive 30-day period, in consultation with the Department of Environmental Conservation.

Exempts water withdrawal information collected under Environmental Conservation Law sections 15-1504(3)(B)(1) and 15-1504(4)(A)(1) from disclosure under the Freedom of Information Law.

Requires redaction of water source details, water source location, water source capacity, and withdrawal place and source information in any reports shared with outside parties for research or other purposes.

Takes effect immediately upon enactment.
