Repeals and replaces subdivision 9 of section 162 of the civil service law, effective January 1, 2014.

Requires the department to provide participating employers with standard reports on health benefit usage no more frequently than semi-annually upon request, beginning by September 1, 2014.

Reports must include monthly premiums paid and paid claims by category (inpatient hospital, outpatient hospital, in-network medical, out-of-network medical, prescription drugs, and behavioral health treatment).

Reports must include individual claimant information for claims exceeding $50,000, to the extent allowed by state and federal privacy laws.

Establishes reporting timelines requiring the department to deliver requested reports within 30 days, with special provisions for 2014 requiring delivery by September 1, 2014.
