Creates a new crime of reckless endangerment of a peace officer, police officer, firefighter, or emergency medical services professional in the second degree, defined as knowingly altering, converting, enclosing, subdividing, or partitioning a building without a required permit in violation of fire prevention and building codes, which creates a substantial risk of serious physical injury to first responders during fire or emergency evacuation.

Establishes second degree reckless endangerment as a Class E felony.

Creates a new crime of reckless endangerment in the first degree when the underlying second degree offense creates a grave risk of death to first responders, or when the offender has a prior conviction for either degree within the last ten years.

Establishes first degree reckless endangerment as a Class D felony.

Takes effect on November 1st following the date the bill becomes law.
