Amends the reporting deadline for the Division for Small Business annual report on the state of small businesses from February 1 to June 1, beginning in 2014 and annually thereafter

Modifies report requirements to include analysis of relevant and available employment, statistical and economic data instead of solely economic impact

Changes identification and review of local and state regulations, fines, and penalties affecting small businesses to focus on regulations particular to small businesses

Removes a separate provision requiring analysis of the impact of local and state regulations and laws on small businesses, consolidating this requirement into the regulations section

Requires the office to publish report information on the small business directory webpage in searchable format by name, date, or type of statistics, developed in consultation with small business owners
