Amends the administrative code of New York City to authorize the Commissioner of Finance to approve rewards in suitable amounts for information leading to detection of cigarette tax violations or underpayments

Covers information that results in detection of underpayments, assessment of penalties, criminal convictions, seizure and forfeiture of cigarettes, or suspension or revocation of licenses under cigarette tax provisions

Rewards are funded from collected proceeds (excluding interest) resulting from the information provided, including both new collections and previously collected amounts if the information prevents a refund claim

Establishes that "suitable amount" rewards generally will not exceed 15 percent of the amount collected as a result of the provided information, with specific amounts determined by the facts and circumstances

Takes effect immediately upon enactment
