Changes the Board of Regents from a variable size (four more than the number of judicial districts, minimum 15) to a fixed size of 13 members, with one representing each judicial district of the state

Shifts regent elections from the New York State Legislature (by concurrent resolution in March or joint session) to general elections held in November

Modifies regent term lengths effective January 1, 2015, from five years to four years, with terms expiring on December 31st instead of April 1st

Establishes special elections called by the Governor to fill vacant regent positions, replacing the previous legislative appointment process for mid-term vacancies

Eliminates the position of vice-chancellor and changes chancellor selection to require election by ballot from the 13 board members with a minimum of six votes required for election, removal, or salary changes
