Authorizes the city of New Rochelle to establish a demonstration program imposing monetary liability on vehicle owners for operators failing to comply with traffic-control signals, with photo violation-monitoring devices installed at no more than 12 intersections at any one time.

Vehicle owners are liable for traffic signal violations evidenced by photo monitoring systems, with penalties capped at $50 per violation plus up to an additional $25 for failure to respond timely, unless the operator was convicted of the underlying violation.

Establishes that vehicle owners who are lessors are not liable if they provide rental/lease documentation with lessee information within 37 days of receiving notice, and the lessee becomes liable instead.

Creates defenses for owners including: vehicle reported stolen prior to violation, malfunctioning traffic signals, and presumption that operator had owner's consent (which owner can rebut).

Requires the city to submit annual reports on the program's results including accident data, number of violations recorded, fines collected, adjudication outcomes, and quality metrics, with the entire program expiring 5 years after the effective date.
