Adds a new subdivision 10 to Section 202 of the State Administrative Procedure Act to establish a delay procedure for proposed agency rules

Allows the Administrative Regulations Review Commission to delay the effective date of a rule for 90 days beyond the normally permitted date upon a two-thirds vote of its members

Excludes rules promulgated under subdivision six of Section 202 from being eligible for the 90-day delay

Limits use of the delay provision to situations where further time is necessary to study and examine the rule

Requires notice of any delayed effective dates to be published in the New York State Register
