Amends Vehicle and Traffic Law Section 499-a to exempt farm vehicles from the supplemental registration fee charged to registrants in the metropolitan commuter transportation district.

Amends Section 499-b to specify that farm vehicle owners shall not pay the supplemental registration fee upon registration or renewal of their vehicles.

Applies the farm vehicle exemption to all motor vehicle registration fees collected under the specified sections of Vehicle and Traffic Law Chapter 4.

Takes effect immediately upon enactment.
