Establishes mercury content standards for mercury-added lamps sold in New York State, effective January 1, 2015, with maximum allowable mercury levels of 3 milligrams for T5 lamps with normal lifetime, 5 milligrams for T8/T5 lamps with long lifetime under 72 inches, and 15 milligrams for T12 8-foot straight fluorescent lamps.

Defines key terms including "mercury-added lamp" (general purpose lights with intentionally added mercury during manufacturing), "producer" (manufacturers, resellers, and importers/distributors under their own brand), and distinguishes between "normal lifetime" (14,000-25,000 hours) and "long lifetime" (greater than 24,000 hours) lamps.

Exempts special purpose lights (such as sign lights, appliance lights, black lights, and germicidal lights) from mercury content standards until December 31, 2014.

Establishes civil penalties for violations: up to $100 for first violations and up to $500 for subsequent violations, with educational warnings required for violations of mercury disposal requirements before imposing fines.

Takes effect 180 days after enactment, with the Department of Environmental Conservation required to promulgate necessary regulations immediately.
