Amends mental hygiene law to require the office of mental health and office for people with developmental disabilities to foster enjoyment of recreational activities and enhance quality of life for individuals with mental illness or developmental disabilities.

Modifies the commissioner's responsibilities to include planning and conducting programs that enhance quality of life for mentally ill and developmentally disabled individuals, in addition to existing prevention, treatment, and rehabilitation services.

Allows any person with a mental illness or developmental disability to fish without a fishing license, provided they possess identifying information indicating their condition; however, they may not take bait fish by net or trap.

Takes effect 120 days after becoming law, with commissioners of mental health, developmental disabilities, and environmental conservation authorized to immediately adopt necessary rules and regulations for implementation.
